It sounds like something seen in any faucet with a high or long spout and an aerator. When the water is turned on, it flows through a relatively large pipe or tube to the aerator. When the water is turned off, some of it remains in the tube and it will drain out.
If the flow drastically reduces, and it only lasts a few seconds, don’t worry about it.
If it remains at full force for those seconds, replace the faucet seats or cartridges.
A friend of mine installed a beautiful "rain effect" shower-head. Absolutely wonderful, except for the same effect you’re experiencing.
She was used to turning off the shower, grabbing a towel and drying off while in the shower.
But the new shower-head held the water for about 30 seconds, then let loose with about a cup of water.
She changed her habits, because she loved the shower.
Sounds like you need a new kitchen faucet. There should be no water after you turn it off. If you are handy sometimes if they are a decent model they can be rebuilt, but sometimes you wind up having to resort to buying a new one any way.
More than likely the seals in the faucet are getting worn, they are rather easy change and the type of seal (o rings or flat seals) will depend on your faucet manufacturer. If you go to home depot, tell them the make of your faucet, they should be able to help you.You can also just take the faucet apart and take the seals with you as well as the brand name of the faucet.

if it is a single lever faucet, replace the carter age. if it is a 2 handel faucet, replace the rubber washers in it.
that sounds like it was apparently built that way so dont worry about it unless its constantly running or dripping
